— Washington County will consider limits on the number of animals that can be spayed or neutered under a well-meaning, low-cost option offered by that county. The program ran out of money in 2008 because a few parties claimed as many as 60 vouchers each.

This reaffirms two truths.

First, no good deed goes unpunished.

Second, even the simplest, best-intended law requires a bodyguard of other laws and rules to close loopholes. That is why many proposals that seem good and kind are regarded with suspicion.

Using a good law to a bad purpose should be a crime.
